help with my baby's social security number?

my daughter was born in washington dc, 15 weeks ago and despite having collected her birth certificate and even passport, has still not been issued a social security number.
i was told it would be mailed to me in 11 weeks or less when i had her but to no avail.
i had to leave the USA abruptly with my kid as i'm not a citizen and now wonder if, when and how to get her social security number.
i have a sister who's a citizen that lives in the states, is there any chance of her being able to get it for me on my behalf? and how, if possible, will she go about it?
