Girl hypothetically asks guy friend out. Needs first date ideas?

I hypothetically asked my friend out Friday and now I need ideas for our first date. We're both 15, no car, no money, etc. So, I need ideas on where to take my friend out on a date.

Where should we go?
How should we get there?
Should we meet up at a certain time?
Do I pay for him or do we split it?

I've never been on a date before, so I don't know. And we've never hung out outside of school before either. I don't get paid for doing housework and I have no job. We don't live near each other so I can't walk to his house or whatever.Also, I don't have any friends that can drive. We've been friends for two years.
