What kind of skin condition am i experiencing?

When bitten by an insect, my skin becomes so itchy and later becomes a wart, my skin's very dry. Some say its atopic dermatitis, but Im not really sure why my bites are developing into warts. Can you please help me figure out what kind of skin condition is this? And how do I cure my insect bites and get rid of my scars?
