Skin condition question: I have these black marks that look like bruises?

I have these black marks that look like bruises on my thighs. But they're not bruises they're permanent. I was born with them. I was just watching Cycle 4 of America's Next Top Model and Tyra goes "I had these blakc patches on my thighs that I had to get burned off."

So I know models do a lot of things for beauty that normal people wouldn't put themselves through. Has anyone ever heard of these black patches, and is burning them off a dumb idea or does it have medical basis?
