What software(s) are available for creating animated comic projects with audio

(i.e. Voice overs, music)? It's becoming a trend recently, and a lot of media is coming out in this format, such as:

Does anyone know what program(s) are being used to make these? I'm checking out Anime Studio Pro at the moment, but so far it seems to focus on vector graphics, which is something we'd prefer to avoid, to keep the artists' work from being dumbed down. Answers are greatly appreciated.
