what kind of software would I use to apply a photo to a coffee cup?

try uploading your photo to shutterfly.com and they can print it on a cup for you.

It is not the software that is important. It is the transfer material used to make the graphic that can be applied to the cup or mug. Just like the special paper used for tshirts there are companies who make decale transfers for cups. To get a really good permanent decale use an special service which allows you to send a picture and they will apply it to the cup.
