Does anyone know any type of software to use that you can make your own ring tones.?

I used to be able to do it. I'd use sound recorder and use whatever part of the song I like and then change it into a qcp or something whatever the format is for ring tones but I forget what the software is. Anyone kno any better ideas. Also I don't want to use any of the programs were you have to put in your cellphone number and then they send it to you I don't like doing that. The way I used to do it was once the song was in the format it needed to be in I would put it on my micro sd chip and then put that into my phone.
