monaronadrona virus has infected my computer, no software seems to get rid of it,...

...what do i do?? a sign abou 4inches by 6 inches sits in my right hand corner of my machine. it says "hi i'm monaronadrona a virus which is going to mess up your computer to bring attention to the world about our inattention to human rights." no software will get rid of it and it is raising heck with my computer. windows will not work right, task manager will not work, i have very little control over my computer. i cannot get into my control panel or computer panel. i am desperate!!!
