Any free open source software can help me install the XP themes for Windows?

TGTSoft StyleXP from http://www.tgtsoft.com/prod_sxp.php can install the Windows theme which I downloaded from the internet. But, it is not free and not open source, so I don't want to use it.

So, I want to find a free open source software which can help me install the Windows themes downloaded from http://www.themexp.org/

I want open source. Any suggestion?
