i need a(free) software to insert an audio(wav)format into a video clip ??

I want to insert an audio clip into a video clip(I do not know its format,but i got it from a vcd)also I have got some movies in my pc but there is a problem that the sound comes before picture it is almost 10 sec. difference in it can I repair that ???

Cinemaforge it converts all kinds of formats and you can put a audio, it is just what you need, it is free.
