What would be a good computer for graphic design? or grphic design software?

i would like specifics if possible because i am trying to get into graphic design and i need a new computer and software applications, i would like to get into enviroment, and characater design for games later in my life and i just want something to start out with
would u guys say that i should go with this, and possible a downloadable software, or should i pay top dollar for a software, cause i have heard from some people that the software is wat makes graphic design process come to life
