with no software, how do you activate a sound card?

when we got our computer back, none of the USB ports ,or where you hook up speakers and such ,worked. sent it back to the young man that did the work, and he supposidly put in a new sound card, but forgot to activate it. now still none of the USB's work nore speakers, mics.... so we really need to know how to activate the sound card without the software... we have a feeling that the sound card he put in it was by Rockwell, but not sure of anything else...
