Is there a way to make anime/cartoon drawings/clips by some kind of...

...software..ive heard of 3DS Max and Maya... I cant draw...and I still want to make some kind of Anime story.....Im 16 and want to learn how to use software to develop characters...3DS Max is good for anime?
*MISTAKE MEANT MANGA*** I am 16..dont know how to draw...is there a way to draw manga, by a computer software to make manga comics or stories (no drawing by hand)
