Is there any free audio software which is able to improve the sound quality of

a sound file? I recently downloaded an sound file and it seems to be a fairly bad quality one. Is there any way of boosting up the levels by some kind of free equalising software which will hopefully improve the quality at least by a little bit? If possible I would like details of either a free program or at the very least a free trial for a few days. The sound file's details are that it is a 256kbps WAV file.

Get audacity, it can remove loud hiss and static(to an extent) and you can amplify it. Plus, its free.
