What is a good program / software that I can use to make a movie poster?

I need a really versatile program that can make professional-looking movie posters, with added text and special effects. Does anyone know where I can download one? I would prefer it if the software is free.

And just a side question, does Kinko's have a printer where you can print papers that are about 22 inches by 18 inches big?
