what is a good choice in photo editor software?

i want something to correct my digital / or scanned photos...something that i can also get creative with and/or make simple designs ..... i dont want freeware!!.. i am thinking in about the $100.00 range, give or take. i have an old version of "Picture It " that i use but i want to upgrade. nothing professional..just a program that is relatively easy to navigate and have fun with , but one that also preforms its intended job! thanks . ^.^

Adobe Photoshop, cheap if you go on Ebay but then any photo editing software is cheap on Ebay. I recommend you to try Adobe Photoshop.
