Whats the best free software for website creation available on the net ?

Id like to be able to make feedback forms, counters and if possible secure online ordering forms. I dont have a lot of HTML or JAVA experience. So the simpler the better. Cheers.
A shopping cart system would also be good, though I suspect I'm dreaming now..
