What software can i use to make my 700mb video smaller so i can burn it?

I want to burn it to a cd-r but when i use a burning program like nero it enlarges the file from 700mb to 1.2gb because of encoding. I want to watch my video on my dvd player but they need to be smaller.

Would be wiser to burn a video on a recordable dvd not a cd-r
