Is Yahoo voice available in Canada? Do I need to download additional software?

Trying to get Yahoo voice set up on my PC. Wondering if someone could help get me started. I have a Yahoo ID. What else do I need to do besides purchase minutes? Does the service work in Canada as I am a Canadian resident?
