why are general education teachers so protective over students in special ed?

this was in the past but My band director has been very protective over me. I have been denied so many opportunities from him. I wanted to do things like Audition for Drum major or section leader but he says that my social skills aren't mature enough yet and he’s worried that i won't be able to handle it. He also kept me out of the top band since my freshmen year. I just wish he would given me a chance to do things like the other kids. I am a very talented musician but he’s not giving me the chance to show it. are all general ed teachers like this?
He’s not protective over the other students. he says im a mentor to the freshmen. but I have a developmental delay and adhd so i am naturally behind.
