Why are general education teachers so protective over students in special ed?

this was in the past but My band director has been very protective over me. He’s not protective over the other students. he says im a mentor to the freshmen. but I have a developmental delay and adhd so i am naturally behind. I have been denied so many opportunities from him. I wanted to do things like Audition for Drum major or section leader but he says that my social skills aren't mature enough yet and he’s worried that i won't be able to handle it. He also kept me out of the top band since my freshmen year. I just wish he would given me a chance to do things like the other kids. I am a very talented musician but he’s not giving me the chance to show it. are all general ed teachers like this?
