Special Education?

My daughter's school called me today and talked to me about the possibility of testing my daughter for Special Education. What is everyones opinion on the matter, and does it actually help a child that is struggling? To tell you the truth, my daughter is in the 1st grade. When she first started school she could not even read but a few words like her name, I, and A. Now she has read over 25 1st reader books this year. I thought I was seeing a significant growth but now I just don't understand.
