Help Find "Scholarly article" on Educaiton Reform?

I need to find a scholarly article on educational reform: reform grades and standardized testing so they are more meaningful in evaluation and help students progress and learn. Instead of conventional standards (quantitative numbers) have no meaning and only criticize what they do wrong.ANY HELP. DIFFICULT SEARCH??????thanks

the best place to search is your schools library data base. they should have things like lexus nexus or infotrac. each of those will be peer reviewed scholarly articles. if you don't have that you could try google scholar. (but i'd go with the former).
