As an Adult Education Teacher (Certificate Program), should I force people to listen?

During the school year I am a regular high school teacher. I insist my students pay attention and participate in classThis summer for the first time I am training Adults in Community and Adult Education. I am teaching in a Business Communication Certificate Program. To get CERTIFICATE credit, the students need to attend all classes and pass a test. Here is my question: What should I do about students who do not seem to be interested and are sleeping in class? Some of the students believe that they can just attend class put in their time and pass. They appear to have no interest in my topic of discussion or participating in class.What should I do with these Adults, let them slide or keep calling on them? Or tell them unless they participate they will not pass?

My question to you is- what do you think is right?You see, students have been doing this for so long and teachers have aloud them to do so and aloud them to pass.If every teacher called on these student and graded them according to the work done in class or completed assignment/homework, student will then understand that success comes with effort.Do your best in informing your student and be open in helping any student who comes to you for help and continue to call out those who need to be called out.
