Why are standardized tests still used in most higher education facilities?

Why are standardized tests still used in most higher education facilities?

I understand the tests used for state funding and etc, but why do teachers still use the 'standardized test' model to create their own tests? Isn't it more logical to make the tests open-note or at least have an option to ask questions and get help? In a job, or even dealing with life you can ask people questions to help you get answers. If you don't know how to do something at a job, can't you ask someone if you're not sure?
