Is there a time limit on when to get tested for STDs?

My question is about Sexually Transmitted Disease. I just got a shocking message from a friend who I thought would never have sex for a long time, that he had some sexual actions with a complete stranger like I did once, which I felt bad about. Anyways, my question is, if he received a hand job or oral sex, what Disease could he have caught. And how long should I wait before I take him to a Clinic, because I heard some disease or other infections take a few days if not a few weeks to be traced/noticed, but I am not sure, and I am worried about him, so should I take him now, or do we have to wait?

FYI, he said he had mutal masturbation with her, and that she gave him oral sex, so he pretty much resived

The longest I know that takes to show up is HIV and that takes 6 weeks. Getting him tested sooner would probably be better though.
