can you catch STIs and STDs with a proper condom?

like oral, mouth to mouth, contact of the reproductive organs etc?

You are NEVER 100% safe even with a condom....

There are areas of the genitals that still touch - and mouth to genital has no protection at all (unless you use the female condom - which is very uncommon)
