1/4 of U.S.A. Girls Have Sexually Transmitted Diseases?

According to todays CNN news report, 1/4 of all sexually active girls in the US have at least one STD and amongst the black population the figure is 1/2 girls.
These figures are worst than most third world countries.
Why doesn't the U.S. take care of its own kids?
I am not moralizing or trying to complain about the right/wrongs of young people having sex.
Rather I question why medical clinics/support facilities are clearly failing.
Is it lack of money, awareness or are young people simply reluctant to get help?
