How? Think about it.
Let's say that STD-free John is going out to a bar but then remembers the abstinence policy and decides to stay home instead. Meanwhile Jim, who endorses the promiscuity model, goes out to a bar and hooks up with a girl and gives her an STD.
The "casual sex leads to STDs" admonition by the abstinence advocates works to keep John at home, but it has no effect on STD-bearing Jim, who is not deterred by it.
So the effect of the abstinence policy is to remove an STD-free person from the sex pool, while increasing the frequency of the occurrence of the STD bearers in that same pool, who aren't deterred by the abstinence policy.
However, if you removed the abstinence only policy, more STD-free Johns would be more likely to go out and compete in the sex pool, thereby decreasing the likelihood that the Jims would win out and spread the STD.
Economics proves that everyone having a moderate amount of sex is the best way to prevent the explosion of STDs.
