hey please help me with chosing the right country to study abroad..??

i am a diploma grad. from india n i want to for studies abroad ...can u help me out in deciding the country were i can study electronics and telecomm. or automobile engg.any related subject in about 8000 to12000 usd including the living expenses for a year.and quality education.
i mean would hong kong,italy, sweden,finland,norway, cyprus would be good
