Where in Russia can i study abroad?

I'm planning to study abroad to Russia, i want to learn the language, i'm familiar with the alphabet and a few words.., any ways i'm not sure where in Russia, i'm thinking about

Vladivostok which is located above China and Korea
OR
St. Petersburg which is located below Finland

I'm the person that prefers to go where there is not that many people.I leaning closer to Vladivostok since it's not as well known as Moscow or St. Petersburg and there are study abroad programs there avalible. I like to hear an other opinion...
Also if anyone reccomends another city in Russia I should study abroad to please tell me.
