recourse for ex-husband claiming children on taxes though paid no support...

...nor saw kids for 2 years? IRS rejected our tax filing because apparently wife's ex-husband already claimed 2 kids on his tax return. he has never paid any $ support. he has not seen children for over 2 years. wife has full custody and agreement stating that he would not/could not claim them. so far, he says he might have done it as mistake.
