Worked in Nova Scotia but live in Que (taxes questions)?

My father worked for 3 months in Nova Scotia and then came back to Quebec (home residence). Now he received his T4 from that company but how does he declare that in Quebec since he don't get a RL-1 ? When I try doing this in Quicktax it's asking me that you paid one level of government but not another and asked me to doublecheck. Tried calling Que Revenu and CCRA but just the answering machine. Please help.
