Back Child Support and tax return check?

If a person owes back child support, but is in agrement to make patments every month, and has been making payments every month on time, will they still take a tax return to pay what is owed?

Do they take both Federal and State? Or only Federal?

It is my understanding that they will take your income tax refund until your child support is caught up. I don't know if they differentiate between state and federal.
