Can you get a refund without paying taxes?

Is that possible?
If someone made less than what is "taxable" and taking the other credits, etc. into consideration, is it possible to get a refund if there was no income taken out for taxes during the year?

There are a few refundable credits, so yes it's possible.

Yes if they are eligible for an Earned Income Credit and/or an Additional Child Tax credit.
