I did not file state taxes last year or this year (2007&2008) what will happen?

I did not file them because it stated that I would have a return of $3 in '07 and $4 in '08 and it would have cost me more to pay to get that money than to just let them keep my pocket change. Will this affect me and how?
Okay to clarify the above, NC state IRS said I would get three dollars back last year and four dollars back this year. I have always gotten money back from both fed and state for as long as I have worked. These last two years I filed Fed but State didn't seem worth filing and I didn't think they would mind and that is also the impression I am recieving from the answers. I may just go ahead and buy those stamps rather than relying on taxact.com/h&r/turbotax as I've always done... Thanks everyone
