How to teach a young puppy to obey?

My 3 month shih tzu is very playful.My mom bought her last month.

She likes to bite the skin off our feet and legs.And the only reason I say it this way is because it's just as painful as it sounds (Argh! Those sharp teeth of hers).I've tried giving her a bone,since i know one their young they like to chew due to teeth growth.

I'm not concern about teaching her tricks at the moment.I would just want her to obey me or my parents when we say "No" or "Stop" from doing a certain thing she's not suppose to such as (biting the couch,or our skin or the computer plugs).

I want to know if I am too late.She seems to be use to biting,I know she's being playful but it's leaving marks on my body as well,and never obeys it even seems as if when i tell her No! she does it even more. What actions should I take?
I'm aware that this may take some time.

Btw,the mention she LOVES biting my socks too =/

The same with me I just get a puppy now she is Three weeks in my house but the doctor said just wait after she get her adult teeth and just keep saying know if you get herd just scream say ouch and pinch her hard the same time she bite you behind her ears and most the time just try to closed her mouth by you thumb and the middle finger if she fight it just hold her down so she know that you are the boss not her. mine still likes to bite sometimes I say no or hold her mouth my fiance usually pincher and she stops. I hope this help. you can just do a research for dogs biting. good luck
