Make sure he knows his multiplication tables, first. Use flash cards for the division. Start out with VERY simple division problems and work your way up. For example:

Show him a flash card that says 4 DIVIDED by 2.

If he knows what 2 x 2 is, then ask him "How many times does two go into four"? Do this for the entire multiplication tables until he understands.

If you are not good at helping him, go see his teacher and get some tips on how the teacher teaches it.

Kids respond well the physical stimulus as well (e.g show him 10 pencils and split them up to show division)

And just keep supporting him and acknowledging him when he does get things right.

Hire a professional tutor who has experience teaching math at the 3rd grade level/

Also speak to his teacher and ask for suggestions.

How far is he? If he's just beginning then give him a visual aid, otherwise have him memorize the multiplication table up to 15. 15 seems like too much, but in high school (or I was told by a teacher) you usually will only need until fifteen. I know a four year old who has already learned their multiplication table.... and in high school knowing it largely set me apart from the vast majority of my class who couldn't quite remember.

It seems like a lot, but if you can multiply then you can divide.

Try using hands-on type things, put 6 (or any number) of his toys (army men or legos work great) together, and work with him to divide them into equal groups. Repeat it with different numbers of items and divide them into different numbers of groups. That might help get the general concept of division down. Hope it helps!
