I want to teach my horse to move forward and also to move more away from my leg. How do i do this?

I just got my horse and she's been under saddle 3 yrs now. She steers pretty decently and knows to move away from my leg but she often ignores it. I almost always have to enforce it with a little tap with the whip to get her to listen. I want to teach her to respond to just a little pressure from my calf. I know ppl teach their horses to move away from pressure on their sides in ground training and i want to do that cuz she doesn't even respond when i'm on the ground if i try to move her over. How do i do this? I also want to teach her to move forward when i'm riding her without alot of whip use. Any suggestions?
