Dog training help needed. How to teach beagle/basset mix to walk nice on...

...leash. an you help? I have a shih tsu mix that is a year or so older (he's nearly 3)and walks beautifully. The beagle mix just pulls and tugs until he's too tired to do it anymore. He normally has more energy than the other dog. Both dogs love going for walks, but I feel that in order to teach the beagle properly I need to do it w/o the other dog as he's easily distracted. But trying to get the leash for him muchless out the door w/o the other dog noticing is nearly impossible. The beagle is about 1.5 yrs old and I know I should've trained him better by now, but I've been avoiding it because of the other dog and also because they have a huge fenced in yard to to play in so walking them is just an extra "treat". But with better weather coming I would really enjoy taking them on more walks. Got any advice? Thanks!!
