How can I teach my 9-month-old to stop biting?

She has started buting me, mostly on my upper arm or shoulder for some reason, and it really is painful. I have tried telling her no firmly so she knows I'm cross but it seems to make her laugh more than anything. I guess she just thinks I'm playing. I don't think she means to be naughty, I think she is just testing me or my reaction or something but I don't know what is the best reaction to give her to make her stop... help please!!
