I'm trying to watch the video right now. As a blanket answer, though, most of the responsibility lies with the teachers to make sure students learn. If the teacher is doing his/her job right, it is almost impossible for students to learn.

Didn't watch the clip***

But what is dumb? Most parents (who fail to do their job as parents) and the school board which basically just sucks a$$!
And in CA case it's the courts. They just made homeschool a lot less of an option for parents who are discussed w/ the public school 'system' and cannot afford private schools...who if you have ever notice don't take kids w/ learning disabilities.

its the students and the teachers. sum girls are getting prego and dropping out and sum boys are being dumb and dropping out. and sum just hate school.

the teachers arent making sure their students understand, so the students are falling behind and dropping out.
