Why did the USA teach Indians to scalp and then attack them for doing it?

So it is a tradition. Mugabe or Zuma, Obama or Chavez could earn some hard currency with a new, old policy.

The USA did not teach Indians how to scalp. The natives were familiar with the practice well before the Europeans showed up. As with the slave trade though, the Europeans did take an existing practice and raise it to new levels.

I could be way off base here because I don't pay attention to stupid things like facts, but I think it was the french shortly after they landed.

The USA did not teach them that. The Europeans tought them that long before the USA was founded.

It was a French thing, the USA did not actually exist at that time.
