What is the best way to teach yourself a foreign language?

I want to teach myself French, but I'm wondering what's the best way to do it. I've heard suggestions such as watch French TV, or use a learn French textbook, or use a learn French CD. What is the best way? And do you have any specific books/CDs/anything else to recommend?
