Please teach me how to use the adobe photoshop?

Is there any good websites to teach me simple steps such as cut and paste on a banner,spray .please..I would like you to answr .

Please tell me how do i cut and paste by simple steps to make a banner like this:

And tell me how do i spray like the one on the above which has grey colour spray in the border.
