How can I teach my chihuahua to walk on a leash?

I have a 1yr old chihuahua that I have had since she was 4 months old. She refuses to walk on a leash. As soon as I put a leash on her she plants her feet down and she wont budge. I know I could pull her and MAKE her move but I don't want to hurt her. I pull gently, but it doesn't work. I have used both a regular collar and a harness for her and neither make a difference. I have even tried to bribe her w/treats and she still wont budge. I have another dog that my fiance and I take on nightly walks and we would like to be able to bring my chi along too....please help!
