Do they still teach punctuation in school?

I have noticed the lack of it, more and more. It sure makes reading emails & question and answer posts more difficult to read. This is a legitimate question, I am not trying to be funny or start responses from trolls.
I simply still do not understand why teenagers, including my very own grandchilden think that this is acceptable along with "ghetto lingo" ... our of 6 grandchild I only have one that does the "ghetto" thing and she is a girl!
