Smart with car computers or technology????

most of the time a car sold in the US has less power then the same car sold in germany due to emissions laws, in the case of my car it has the 2.8L V6 ATQ motor. with about 190hp and 206tq. according to VW the german version has the same amount of power.
Due to the car having Valvtronics(variable valve timing) it has less emissions equipment because it holds the exhaust valves closed longer to cool down the cylinder preventing the production of NOx (oxides of nitrogen) under a heavy load.
-->well let me get to the question does anyone know someone or is someone or a place that can program a cars computer? i am really big into the engineering of automobiles and emissions and driveability and performance. i know the full truth of emissions.
i have replaced the muffler and removed the resignator soon i will be removing the 4 cats i need the car to be programed for a open exhaust system.
also.

the car has stock a ram air style intake so the intake is non restrictive and soon the exhaust will only be partial restrictive, causing the car to have better breathabilty, but the cars computer is still going to think the cats are there and the exhaust is restricitve i need the comp programmed around those elements. the estimated power after the computer is tuned and exhaust finished is roughly 260 or so.
