Yes, it is possible to achieve what you suggest using today's technology. The only reason that it's not being explored scientifically, is that the government has already done the basic work, they know the answer to your question, and more. The problems that we currently see in some cloned animals is a result of an incomplete procedure or protocol. The answer to completing the cloning prototcol can be found in the cytoplasm of cancer cells.

The means, if even required, to transfer consciousness from the genomic donor to the resulting, maturing clone, is at hand. There are at least 2 or 3 ways to approach the problem.

No research is going on with human cloning because the government knows that it would bring unwanted change upon humanity in the same fashion as the government telling the people the truth about what they know of UFOs and alien technology. Knowledge of the truth behind the nature of a human clone would destroy old social institutions; old established political, religious, and economic institutions as well. The whole concept of what it means to be human would have to be reexamined and reevaluted totally. Of course the government and the church promoted all sorts of disinformation about human cloning. Not to even mention a really stupid ban upon a scientific concept that was, according to the government and church, never evaluated. And they have obviously been very successful at spreading such nonsense as a true human clone would be nothing more than a delayed twin. Udder nonsense, in my opinion. It's the same kind of thing as if someone standing on earth and looking up watching the sun pass overhead and claiming: "See, the sun moves overhead but we are not moving at all; of course, the sun revolves around the earth. It is the same thing with the government's and the church's misinformation (propaganda). We all know that in this day and age, the government and the church routinely lies to the public about state of affairs.
