it imposed quotas (limits) on immigration. These limits were 2% of however many people of your heritage were already in America could immigrate that year. Say there were 1 million Irish people here. That means 20,000 Irish could immigrate that year. Japan was insulted because there weren't that many Japanese here then and the Japanese were considered 'undesirable' at the time.
